Can anyone advise if the Keen IR over IP device ( http://www.keene.co.uk/electronic/keene ... kiram.html ) could be used to receive commands from a universal IR remote?

The spec says they can receive an IR command and convert it to packet data. Can this packet be utilized via 2-way Feedback and be used to trigger events in Demopad?

In theory yes, but in practice I'm afraid not, as the IR packets transmitted would not be identical to anything stored - they would fluctuate, as all IR signals do, and would not exactly match.
