Copying/exporting labels from one project to other

As the title suggests. There is no option to export labels or flags for use in another project. So when i import the 2 way feed back, because labels and flags are not available the actions are set to zero.

I can export numbers.

Can anyone help on a good method to do this, rather than recreating all of the labels and flags again.
